HISTORY OF THE DEPARTMENT

The Origin of  the Office of the  District Collector ( redesignation of the post of Regional Administrator, vide G.O.Ms.No.37 dt.26/05/2005 of the Confidential & Cabinet Dept., Puducherry)  in Karaikal begins from 14th February,1739 when Gratien Golard, Counsellor of the Company took charge of the settlement of Karaikal after an agreement between Governor Dumas and Raja Pratap Singh of Tanjore purchasing Karaikal and five villages. The first Administrator as he was called, came with a staff  of 4 persons. Since then, the Office of the Administrator has been operating out of the 5 acre garden bought by the French East India Company till date. The settlement was under British occupation from 1760-65,1778-85,1793-1816 when British Officers and Collectors of the erstwhile Tanjore District administered  the area. During the French rule, the region has more than 125 Administrators till 1954. Initially, the post was staffed with Naval Officers. After 1884,   the Civil Service was introduced and the cadre of Administrator held charge. Today, the Regional Executive Officer has been re-designated as the District Collector,  holds office as the Head of the Region and District Magistrate. Traditionally, he had ceremonial duties but presently he is Head of Office for several officers in the region besides being in overall incharge of the developmental activities of the region. After De jure transfer in 1954, the first Indian Administrator was Mr.A.V.Loganadin_Mudaliar,IAS.

The present incumbent is Dr.FRANKLIN LALTINKHUMA, IAS

FUNCTIONS/OBJECTIVES:

*  To give a clean and transparent administration to the people of Karaikal in their daily life as well as for their long term benefit.

*  To provide easy access to the public for redressing their grievances. 

*  To maintain communal peace and harmony among the various social groups living in the region.

*  To plan, implement and monitor the balanced and sustainable growth of Karaikal.

*  The District Collector  is the Head of the Regional Administration. He is also the Chief Executive of the various quasi governmental organisations / Institutions given below:

           

            Administrator         : Jayaprakash Narayan Co-operative Spinning Mill

            Chairman               : Karaikal Planning Authority

            Chairman               : NIC District Co-Ordination Committee

            Chairman              : Karaikal Market Committee

            Chairman              : First Farmers Development Agency

            General  Manager : P.T. & T.D.C.

            District Election Officer    :  Assembly Constituencies, Karaikal

            Board of Member  :  Pondicherry Power Corporation Limited, ThirumalairayanPattinam.

Besides this the Regional Administrator  is Head of Office of Adi-Dravidar Welfare Department, Department of Women and Child Development, Transport Department etc.,

On contingency he is authorized to act as the Head of Department of any of the departments in Karaikal District.

  Dr FRANKLIN LALTINKHUMA, I.A.S., has taken over the charge as Collector of Karaikal District with the effect from afternoon of 1st June, 2010.
